Why? It's a multiple wire cable and will straighten out when mounted.

Boy! There's a lot of wet feet on this one.

"We can't do that...we can't allow people send us crap, and expect us to be happy about it. It's just a wrong way to make money. Even if seller wants OP to pay for the shipping - they should agree that shipping cost will be refunded when the tire get back to the seller. OP also should leave appropriate feedback for this seller, to let him know the sale was not perfect, and to help others not to make the same mistake."

well, if this was an actual ebay transaction, better for the OP
i would suggest 'not' to open a paypal dispute first and ask the seller for a full refund including the costs for the return shipping
good luck with that
but if the seller will not comply & paying extra for return postage which might not be viable for the costs of the item already paid, then.. i'd leave negative feedback and put it down to experience

Did a couple of links get lost?

https://www.bikeforums.net/bicycle-me...bead-tire.html
How to Fold a Bicycle Tire
https://sheldonbrown.com/video/tire-folding.mov

Anyway, that other post was a 27" tire, and apparently some of the 27" rims have less hooking than most 700c rims, so it may or may not apply.

Hopefully the OP has expressed his dismay to the seller, then went ahead and tried straightening the bead and tried it out (rear tire?).

No kidding. A lot of hysteria over a common slightly-bent wire bead. Just bend it straighter by hand and mount, and forget.

I have already seen a wire bead tire fail, when it has a kink in it! Personal experience teaches lessons.

If you bought the tire in a bike shop they ship flat in a bundle in a bigger box..

or as my purchase from manufacturer in Finland getting 10 tires at a time they came wrapped in a bundle like a big doughnut
