Son's BMX is making a rubbing noise at rear hub

Probably best to just watch the video I took of the noise.

Basically, it sounds like something is rubbing, similar to rubber rubbing against the frame, but inside the rear hub. I'm guessing something with the bearings/back pedal brake. You can see that when I move the pedal back just a tad, the noise stops.

Thoughts? It's a cheap bmx from toys R us because he'll only use it for this summer and maybe next. We bought it used for $70. Otherwise it's pretty nice.

Solutions that I came up with:
1. Do nothing because the bike works fine
2. Take it to the bike shop and see what they say
3. Replace the entire back wheel with a new one

Not sure if it's worth spending money on or not though.

Post this in the mechanics section and you'll get responses. it's a lot busier there.
