I'm real bad at manuals, but I think I read that your front tire should be about a foot off the ground, and that's what I was doing wrong.

When i'm going fast it's anywhere from a foot to 18" or so.

I can't hold them up when the wheel is low, I have to be close to tipping over backwards. Which I do, pretty often, and it hurts my feet.
