change to sealed bearing bottom bracket

so a friend/neighbor gave my lil bro a frame w/ some parts (has everything cept rims and brakes i believe)
and my brother decided he wanted the cranks off of the bike and would put them on my other bro's haro tr2.2. so im takin the cranks from that bike cuz there sealed and i like the tubular look. so the kid who gave us the frame was switchin the cranks and used some unorthodox methods lol. i think he messed up the bearings cuz my cranks do not free spin very well. is there a tool needed to remove the bearings and also, should i buy new bearings?
