How can I tell if my frame is really chrome?

About 5 years ago I bought a frame from my friend, it was from a Haro Zippo(Assuming its a 2001). He said it was chrome. It was a good frame so I didn't really care if it was chrome or not and it was only $60 so I bought it.

I want to find out if it really is chrome because I'm planning to get it refinished

Here is a picture of it, sorry its not great but its snowing out and its really wet, no sun, so I don't have a picture of it in daylight as of now.

Reason the bike is in pieces is because my headset bearings cracked and I'm fixing them soon.

We are probably not going to be able to tell you if the frame is chromed even with a great picture. No way we can tell from that picture.

That said, look at this Haro.

See how "deep" the image reflection is on that shot of the bottom bracket and serial number? That frame is chrome. Yours probably is too.

If the question is: "Is the frame chrome plated?" The answer is yes.
If the question is: "is the frame 100% 4130 ChromMoly?" the answer is no. It is High-Tensile steel.
Maybe one tube is 4130.
