I need a bike?

I've been looking for a bike under $400 for a while and its getting frustrating. I need a bike with a 21" top tube and a chromoly frame. It also needs like 8" handlebars, maybe a tad shorter and under $400. Any ideas will be greatly appreciated. Thank you.

It's only a 20.75 Top Tube but this DK fits your criteria otherwise.
