Scratch the chrome with emery cloth (sandpaper for metal) and use a paint made for metal- enamael or tremclad rust inhibiting paint.

No - Do not paint your axles, it will gum them up and screw up the axle bolt going onto and off the hub. This would be a major pain in the butt, and is not good.
No - NEVER paint your rims! If you run brakes anyways - or if they are chrome. Why screw up your bike - don't you want to ride it, not be a pretty boy?
If it is your pegs - then paint away - but the pain will wear off as soon as you start working your foot on it, or grind.

If he wants to strip the chrome from his rims then it he will get all the ramifications whenever I speak. That way others won't go "Ooohhh... I want to paint my rims, I will strip the chrome... Damn, why are my $150.00 wheels no longer braking and totally screwed up? - This sucks! My rims suck!"
No, if you care so little about your bike to screw up good parts and make them bad, then be ready for the consequences and deal with the fact that I (for one) will tell others what a silly idea it is.
There are lots of black rims on the market that are available and they actually use a good paint material (powder coat) or anodize the rims. Of course there is also Odyssey Duralectric rims which provides a black surface that is a strong as chrome and provides solid braking.
But - as I said before - if you are NOT running brakes and don't care about braking or screwing up your rims, then by all means paint away.
Painting over any rims that you have brakes on WILL NOT WORK THOUGH! The brake pads will rip the paint off in a day of riding.

you wouldn't paint axles, then the nut wouldn't fit on properly.

If you are gonna tell people it's a bad idea BMXTRIX do it nicely. I look up to you and respect you but it's hard to respect you when you put some of the things the way you do.

It's not like he's doing it in a condescending manner, and the fact of the matter is that he's correct.

Which brings me to another point. Why was my internal spindle spacer on my cranks light blue. lol I want to see someone spray paint some wheel bearings and see how well they roll.
