A good wheelset with a cassette hub and good chrome rims that are strong will be more than $200.00 typically.

You ask the typical question that gets really old: I want it to be tough, but really light, and it has to be cheap. Those things simply don't go together and make you sound a little naive. GIVE US A BUDGET - List a couple of wheelsets that you have looked at. Then ask about them. The reality is that strong wheels cost money, light and strong costs MORE money. So, cheap, doesn't play into the possibility for either item you want.
