You will have to provide better photos and more information if you want an evaluation. Not sure what it is, but looks like a Motobecane.

$300 is pretty cheap, but without seeing it...tough to say. Generally older thinner tubed tandems aren't worth much in dollars.
Have you ridden tandem before? Is this more "hey cool, let's give it a try!", or are you actively looking for a tandem?

My friend is and asked me about it. It looks as if thers a coaster brake on the rear?
I told him id ask here for good advice. I relize the two picks are not a whole lot to go on the seller is not a bike person.
