Vic shifters and Simplex long cage rear derailleur info

I found these shifters at the local Co-op.
No idea about their quality.
Are they worth keeping or should I use them on a regular MTB?
Also the Simplex has no model marked. Should be that SJ810 GT model, which looks pretty bad?
