Value of 1986 TREK 700 Tri Series Lugged Frameset Reynolds 531C?

This is an 1986 Trek Tri Series 700 double butted 531C Reynolds.

How much is the picture below worth. Besides dings and the like, its look to be in pretty good condition. Is $140 too much for just the frame?

No, I would like that frame but not without the fork and when shipping makes the price 30% higher it's not for me.

Maybe worth it if you have all the parts and pieces on hand. Otherwise, kind of on the high end given no fork and a lot of scratches on the paint.
