Since you mention it needing tires and cleaning, I would add bearing replacement, cables and housings replacement, etc. A basic cleanup/tuneup. You have to assume that the person that lets the tires go, let other regular maintenance go. You can do that work yoursef, or pay your favorite shop $150 or more to do it for you.
