I have an Eclaire myself in the project queue. I would need a better close up to see frame condition. Looks like a project for sure. Mine has Deore AX components, which have unique pedal thread sizing, so if this bike is AX, I hope it comes with pedals. Kinked chain, worn out tires, duct tape on the top tube (what is going on there?), too many unknowns. I would not pay much for this bike until I saw confirmation in person that the seat post and stem are not stuck, etc.
Are you a bike mechanic? You will need to be ready to do so, otherwise, I would pass, as the cost to rehab at a bike shop will be significant.
