80's Japanese Randonneur?

I came across this mid 80's Randonneur on CL yesterday and now I am wondering what make it is. Seems to have been re-painted at one time or another but looks to be a pretty nice frame.It has some cut outs on the lugs but some of the cable routing looks a little cheap I am sure most of the components have been switched at some point but I am guessing the rims are original so I am thinking mid 80's . I haven't had a chance to remove the fork yet so I am not sure of the tubing, but I will get to that tonight. Also there is a miyata dust cap on the left side crank but that could have been switched out at some point.
Components Include: -suntour rear dropouts and BCM stamped on the underside of the head tube lugs. -Super Champion 650B rims laced to high flange hubs that I cant rear quite clearly. - Sugino PX? triple crank with 165mm arms - Suntour XCII pedals - Deore XT thumbies and RD - Suntour Hero FD Any Ideas? The lugs and fork crown would lead me to say definitely NOT Japanese - more likely French, especially given the 650b wheels and chainstay protector braze-ons. Tho' it COULD be a Japanese "constructeur" bike (ALPS, Toei, etc). Still with the French lugs and crown (Bocama and Vagner, respectively)....

Not sure about the threading yet but I will tear it down tonight and see. I guess I just thought Japanese because of the suntour dropouts. Also, any one else think its strange that the bike doesn't have fender eyelets on the seat stays?

So I just pulled the fork out and the tubing is Ishiwata, at least for the fork anyway. Also the threading is english. I am thinking it might be Alps or Toei but I cant really find any close up pics. Anyone have one of these?
