It reminds me of I bike I seen a few years ago. It was a western flyer and the chainguard said something about newspaper (newspaper delivery or newspaper special??) Sorry not to be much more help it has been a few years ago.

I like the integral frame branching out into a ready-made back rack, sweet!

Sorry, but I'd get rid of the dorky front basket! It's just me, I know it's a nice thing to have to cart groceries with, but man that takes away from the bike's inherent beauty.

I thought it may have been a Worksman Newspaper bike. Looks a little similar & they also use the " Star " chainring.
Too bad it is missing the chainguard.
