I think that is a French market model, not imported to the US, an entry-level touring/randonneur model, frame of HLE. If you had tried to sell that bike before the crash, I suspect it would have been difficult to get more than $325, even if the bike was pretty minty.

According to the catalog, the Touraine is a very nice-looking but fairly low-end late 80's touring Pug in internally lugged HLE, with a swaged crank.
So IMHO, $325 is very fair. - More likely a $250 bike, based on your description of the condition - though in certain hot markets it would be higher.
Still, I know how sweet riding those HLE bikes are, but the likelihood of finding another in like-condition is slim. <That's the bad news...
The good news is that there are plenty of nice vintage steel-framed bikes you can buy in that $325 price range - but you have to be opportunistic and knowledgeable to land a really good deal. Best of luck with the hunt.

What would be the US market '80's Peugeot closest to the Touraine? OP might be able to find that and transfer over all or most of the bits from the Touraine, thereby transferring a bit of its soul.

AFAIK, they didn't offer the tourer state-side, but the late eighties Sport-touring Iseran (P6) or Corbier (P4) would about the closest. (Both HLE and English threaded) - Best not to limit yourself when shopping for the best deal though.

+1 on never accepting the first offer. I have heard that the best strategy is to wait ONE YEAR before settling a case such as yours. The biggest reason is that the medical issues will NOT show up for a while.
For instance, I had a whiplash accident. It took 6 months for the worst neck issues showed up. I would NOT sign off on the bike or the other stuff yet. Perhaps you could get something that would tide you over until your medical issues have fully presented themselves. HTH!

I purchased this touraine new in France and brought it back to Canada,all original,very nice shape and has seen little use.

Very nice shape. One possible update is to convert it to a triple crank, then you could go touring in the hill country more easily.
