Hello Maxmike2000 welcome to the forum. Can you post some pics? I believe most Moser's were a CroMor level tubing or nicer and chrome stays normally means a SL level tubing or better.

Unfortunately, all the pics are not opening. The seat tube decal mentions Moser's 1977 World Championship, so it's no earlier than 1978. The cable routing and fittings suggest no newer than circa 1985. Despite the extensive use of chrome, the workmanship is more indicative of a mid-range model. I suspect this may be a tretubi SL or Aelle frame.
Does it have Campagnolo dropouts? If so, does the drive side, rear dropout have two small holes? What size seat post does it take? Does it have helical ridges at the bottom of the inside of the fork's steerer tube?

Light weight? Why not just weigh it. Chrome stays are a good sign, unbranded drop outs are less promising. Overall, looks like a pretty good frame to me.
Do I see bottle cage braze ons on the DT? If so, I would put the bike newer than 1977.

The generic rear droputs further support a mid-range frame made from Columbus Aelle, Columbus Zeta or perhaps a Falck tubeset. However, to make an accurate statement we will require the correct seat post size, as previously requested.

It is your bike and you can do whatever you want with it but painting it bright green will cut the value of the bike in half, probably more if the paint-work is not done professionally. It looks pretty good to me as it sits.

+1, I'd leave it as is. Just treat and touch up the paint chips.

I agree I think painting that would be a mistake, it is only original once and the paint looks great to me. What size is that frame? there are few women on here and even men who are always on the lookout for a nice small frame. If your dead set on Granny Smith candy powder you might be better off trying to sell/trade that a rider who wants a nice Moser and get a frame in rougher shape.
