The limited information offered is of minimal use to the folks here at the Bike Forums. You need to supply decent pictures and detailed information if you hope to get any useable feedback.
As for where to find parts? In the For Sale section (small fee to use this service but more than worth the very few dollars, in my opinion) here at Bike Forums, Ebay, Craigslist or me. I probably have anything you could need for the bicycle and you can reach me directly through my website - MY "TEN SPEEDS" if you cannot send private emails through Bike Forums yet.

Gitane made a whole range of bikes so as mentioned earlier as many images as possible will help giving you advice.
That said, if it is from 1970 it will have French threading and require a French sized stem should you want a different one. As well as other possible French specification parts, nothing that cannot be worked with, but it will be some effort. The first question is is it in the size range for you or for whom it is for?
There is also a Gitane tribute site that may help, I have not looked at it in years and no longer have it bookmarked, at one time it had scans of USA market catalogs from the period.

Lacking photos or a model number, we'd have to make the assumption that it is the most common model, a Gitane Gran Sport. A completely overhauled Gran Sport in good cosmetic condition brings about $150 in an average market. From that base price you adjust the value based on the actual model, market conditions, actual mechanical condition and actual cosmetic condition. Don't forget profit margin, if you're a flipper.
The metric threading and sizing used on boom era French bicycles can sometimes make it difficult and expensive to obtain some parts, in particular bottom brackets, headsets and pedals. Stems, handlebars, seat posts and front derailleurs are also potential areas for replacement concerns.
