vintage Peugeot - worth?

Hi can anyone tell me if this bike is worth $140 in the SF bay area? The guy doesn't know much about it and I can't tell from the photos whether the wheels are 27" or 700--perhaps someone with a more practiced eye can tell me. Thanks!

Very Nice bike well worth the price exspecially in the SF market. You don't see many road bikes with a quality frame and nice wheel set for under $200 in stronger markets.
