1979 Nishiki International for $250 worth it?

So I've found a 1979 Nishiki International on craigslist here : Nishiki International Road Bike

I'm new to biking and I'm wondering if it's worth it for this price?

Well, I think it's high, but that's because of this one, but it is an xl frame, about an hour from NYC. It needs work, but I'd have a total investment of $150 + my time.
