That looks like an '81 Le Tour: Schwinn 1981 Bicycles And Accessories -- Le Tour
It was made by Panasonic for Schwinn. I agree that it is not a good deal in that condition.

+2 For a bike advertised in good condition it has some obvious condition issues. Not really a good deall only worth about $75 in current condition.

Thanks y'all. I guess the backup bike search will continue. If I can get it for $75-100, maybe I'll buy it to practice maintenance on.
