What is the frame made of? The saddle is worth at least $80 or so so I am thinking $150ish. It looks like a great bike but the lack of RD hanger and bolt on (steel?) wheels mark it a lower end machine so I doubt the frame is ChroMoly.
PS; Check that stem height straight away!! Unless that is a Technomic it is way too high.

27" rims, maybe chromed steel unhooked low pressure rims, and hi-ten frame? - if so, it's a hard sell. Whatever you might decide, note the weight of the bike. I don't think you want to commute on a 30 lbs bike with low pressure tires.

Since you want a commuter, figure in a discount for the parts you want on the bike and then add in a number for the value of the bike. $200 for the bike given that it has a lot of parts you'd have to buy to set up a commuter.
If the wheels are steel, though, I'd pass on the bike. Replacing wheels and tires is expensive.

Some one correct me if I'm wrong, but weren't Kabukis sort of a low end bike. IMO the saddle is worth more than the rest of the bike combined.

Yep, the low-end for Bridgestone, I have the Submariner with the SS tubes, which can't seem to dispose of
nice bike but most I'd pay would be $150 mostly because of the saddle and what looks to be leather bar tape.

found the specs on the Skyway, this one has the rear disc brakes, but probably same otherwise
it uses the alloy lugs to steel tubes, which are very prone to cracks, I have cracks on the headtube on mine
I wouldn't use it for commuting as the bottom bracket uses the same alloy and could fail as well
Also wheels are also steel, original price was $169 with the disc wheels, probably under $150 without

All the qualities in a bike I look for actually. I think steel rims on a commuter may be advantageous. 30 pounds is not "heavy". High tensile steel isn't a bad thing. Depends on what you are looking for in a bike. This one looks like an inexpensive, well maintained and easy to maintain bike. And it comes with fenders, lights, bell, and a great saddle.

Saddle = $70-$75
Bike = $80 - $100 without any saddle. Clean and good condition, new fenders.
I had a Kabuki just like that. High tensile frame, quill seat post, heavy weight. Dull and uninspiring ride. Fellow bought it from me for a single speed conversion.

There are higher end Kabukis. Just one posted about recently was a super nice Kabuki track bike. You can look up the thread. Like a lot of things in this world, there are always exceptions.

Interesting bike fairly low end but it looks like someone put some silly money into it. The Brooks saddle and SKS fenders are worth more than the rest of the bike and it is in really nice condition.Yet only worth $150 and most of that price is for the saddle and fenders which is pretty much top dollar for a gaspipe Japanese bike with steel 27's. This is a bike I would pass on it is a way over built low end bike that the owner likley thinks is something really special and isn't. It just doesn't make sense to spend a lot of money on a bike that is basically a heavy likely 30lbs maybe more close to bottom end bike.

Interesting design, but no real info on the actual tubing. The caption on the bottom right pics seems to indicate a quill seat post but the pic shows a bolt. The bike in the OP's pic doesn't seem to have a binder bolt.
