International

Some opinions on value?
I will be near this bike this weekend and could do a local purchase.
I would likely do a part out.

Fork looks like a replacement. I'd be mindful of frame damage.

He states the fork is original but rattle-canned silver. The lugs look right to me.

I would say in current semi rough condition with some miss matched incorrect components and potential issues concerning the fork and mismatched wheels $250-300 if you love it and can pick it up and check it out in person. I doubt this one well sell meet the the sellers reserve.

Flog00-

It might be an International but it doesn't have the chromed head lugs one would expect. A re-sprayed Competition perhaps? The fork does look like an original Carlton made one, however. If it's an International, the dropouts should be Campy. If Competition, they will be Huret - can't tell from the photos. Edit: Brev. is peaking out on the left rear dropout photo. It's an International with painted over lugs. Part out seems reasonable since the frameset has been messed up already.

Are these frames fully chromed under the paint?

Good decision! Only approach to this would be a part out...and, even then, what to do with the frame...too bad someone kind of screwed this one up...
