Seems very light since they need hooks to hold it down.

Sweet bike at $99 if it checks out. It has a hi tensile steel frame and some nice parts.

The picture is hard for an old guy to see clearly. That said, my guess would be an early to mid eighties Peugeot Sprint...

I just sold one for 200.00 that was similar! great price

$99 in Minneapolis for a bike shop branded vintage road bike = will not last long. Watch for it to reappear in a couple weeks with better pics for $225.
