24" Peugeot - Advice?

So I am in the market for an entry level road bike; consensus seems to be that the way to go is get a vintage used road bike. I've been scouring CL for a week or so now and this ad popped up this morning:

Peugeot - 24"

Not much info on the ad as you can see. I haven't come across any other Peugeot bikes and know very little about them - and no idea even what this one is? Seems like it may be a decent price for what I am looking for (hope so).

What would I be looking at to get this on the road? I'm assuming a tune up and tires - what would that run me (not top of the line tires, just something that gets me on the road safely).

Thanks!

If you're on a tight student budget, by a whole bike, you'll save a bunch.

Not really a good deal there. I buy bikes like this with wheels and tires for $75-$125, easily. It's a fairly tall frame, so you'd need to be 6'-0" or more to fit it.

The problem is, with bikes that don't have wheels, is that you can easily spend nearly twice the frame price just for replacement wheels, then another $60-$100 for tires and tubes, and if it needs chain, cables, etc, you could be in for another $30-$40. You'd end up having an investment of $250-$300 in a bike that isn't worth $150. Often, you can find a complete bike for $125, if you wait. I'd look for a complete bike, ready-to-go, for around $150-$175.

Thanks for the advice. I ended up getting a Fuji Sagres that has been taken care of from a bike guy. Seems to be an '86 from what I have found - good shape, needs a once over to clean it a bit but at least its all there!

Picked the Sagres over a S12-2 - the S12 was in pristine condition and I liked the shifters being on the tips of the handlebars (don't know the name) but it was heavier than the Sagres and an ugly brown color.
