Nice Raleigh International! A little bit of bondo and Testors model paint should work. Or, a nice decal. If selling on Ebay, must disclose the patching or CL just to be upfront.

Really nice looking international. I really love the wrap around stays. That ding is cosmetic and is nothing to worry about structurally: I wouldn't even bother messing with it unless bare metal is showing.
EDIT: As far as pricing it's tough to say. Without the ding around $250 but with it, it will vary greatly depending on the buyer, and if they're really worried about the ding. I'd imagine +/-200 downwards to 150?

Most likely a '73, based on the lugs.
I think this is about a $200 frameset, but these vary widely. I've seen them go for a lot more and a lot less on Ebay.
Is it a 22-1/2" frame? Personally if I saw this at $150 I'd buy it for sure and think I got a good deal.

What size is the frame? Frame prices with any damage are all over the map. I sold a complete 74 International a few years ago (when market was stronger imo) for $450 with all original Campy NR components including a decent Brooks Pro but it had a dent in the seat tube. Subtract the value of the components and that should give a ball park of the frame value.

With the ding...many wouldn't want it at all, and people who do are likely looking for a steal. I'd be happy with $100.
