I believe it is a Made in China Raleigh Tourist ripoff. Probably 1990s or later. Below is a similar bike.

That is not a Phoenix from Leeuwarden. It is a Chinese Raleigh copy. You can probably still buy them new.

if there are no marking on frame to indicate country of origin how about checking marking on tyres?

True...the top tube says made in china
The tubes were red, it took me an hour to change the rear tube
I will check the head badge and the tires tomorrow, I rode it home from the bike shop last night, god damn this thing is a tank- it sure feels old lol
