Hello xxlbigguy,

Welcome to the forums.

Proctor brand name was hand built by High Country Sports, Edmonton, Alberta. From what I have read frame builders included: Brad Proctor, Bob Townsend, and Jim Moulden.

Generally considered to be good quality frames. Not well known outside of Alberta and British Columbia.

I just got one in the same size with a lot of paint damage and black overspray. Would've been a beautiful bike when it was new. I've been removing the overspray and what's left of the original paint is really nice.

Value seems to be difficult for these since they're not well known. I've seen them sit on craigslist for some time at 500-700 while similar high quality bikes went for more. Mine went for much less because of the condition.
