This one looks to be just OK for the price lower end model Hi-Ten bike with cheap 27 inch wheels and components. It looks to be in good original condition but will need a complete overhaul with new consumables cables, brake pads, tires and bartape, 30+ year old OEM tires and grip on bar foam aren't much of a selling point, so figure on spending another $100-150 on servicing the bike. I think in the the $200-300 range you should be able to find something nicer that's basically ready to ride.

The second one is probably too small for me. I am 6'00". I did see another Univega Grand Touring (Made in Taiwan) at a LBS. The guy said he needs to fit a new crankset, and is willing to sell it for $275. It is nicely refurbished with new brake pads and tubes. Is that a fair price for a Univega Grand Touring?

$275 for a actual touring bike in good shape ready to ride in a major market is a decent price. Some actual specs and pics would help to tell if it is just a OK deal or pretty good, since Univega made several models in there Grand touring series and they very quit depending on year.

I think the Univega is an 88 model from what I remember. And it will be in good condition because the LBS guy is fixing it.
I am wondering how does it compare to a 1989 Trek 1200. Both cost about the same. I realize a lot depends on the condition, but I just want a general opinion.

Quality and value wise there both about the same. The main difference is the Trek is more of a road bike with tighter geometry and a much stiffer ride with no clearance for larger tires fenders or rack.
