Anyone have any advice on this Royce Union?

The current owner has probably invested $150-$175 in parts, which explains the asking price. However, one rarely recoups the investment. Given the condition, I'd value it at $150.

Still learning
Too small for any rider over 5'5". I'd value it at $50-$75, but I have zero interest in Royce Unions.

Royce Union was one of the brands produced by Kawamura Cycle Co of Kobe Japan, along with Nishiki, Azuki, Cycle Pro and others. Royce Union started out as a department store brand - Caldors carried them in the '60's.
The poster probably has over $300- in parts on the bike as shown. Unfortunately for him, he will not get anywhere near than for the bike from a knowledgeable person. The value of the bike is less than the cost of the parts.......

It's a dirt-cheap department store road bike that weighs a ton, even before somebody attempted to turn it into a hybrid. You can't make a silk purse out of a sow's ear, and this thing is a cheap pig, worth about $75-$100 as it sits, nothing more.
