Being located in Europe, it wouldn't be a UO9, as the European sport models had different designations for their sport models. The European sport models also typically had generator tabs and centre-pull brakes, which I don't see, so it should be a racing model. It also appears to be lugless construction. If so, it should be an "H" series model.

The 1979 H10 used a steel crankset according to the online catalogs, however in 1980 they came out with a PH10 that used the pictured crankset. I'm surprised to see steel rims on a racing model but it matches the French catalogue specifications. In 1981 it used a different crankset.. There are no online catalogues for 1982 and the graphics changed on 1983, so a 1980 PH10 appears to be the best candidate. However, this is all based on French market catalogues, which are not necessarily the same as the Netherlands. Given that it appears to be circa 1980, the serial number should allow us to determine the exact year and from that we should be able to narrow down the model.

French market, lacking half-chrome socks and given the crankset and hardware mentioned, graphics put it around 1980, it's most likely a 1980 PH10. In current shape, depending on your market, I'd expect $50-$125 if there's no chainstay crushing damage from kickstand being mounted.
