This must be a spare pained Schwann Hollywood from the 60's?

Nope; it's not even a Schwinn. The sixties Hollywood have electro-forged frames, so the welds would look like they're fillet brazed. The tubing bends are also off. The fork crown isn't Schwinn.

It looks like a workable $20 bike that somebody painted blue. Why they call it yard art is beyond me.
