Definitely had some parts swapped out. I've never seen Shimano 600 shifters connected to a Suntour Honor RD. Rear brake calipers are correct. Front ones are not. Weird handlebars, levers, & seatpost. Bike is too small for whoever's riding it. It's well worn. But the frame looks pretty good. You might get $150 for it if you're lucky.
