La Pierre Superlux
As a bike enthusiast, i ended up receiving this bike as part of a thank you package feom a neighbor. Simplex lugs, hubs, shifters, F and R D.
1-tires are good, wheels are true. The bike is rideable. If I sell, how much can I get if I only invest on new bar tape;
2-if the fame is good, what modern groupset does it deserve? I have a 90's Shimano 600, 90's Shimano 105 and a 2016 Shimano 105.
Clearance allows fenders and chubby tires, strongly considering keeping it as a winter beater.
Please point me in the wise direction.

Hubs look more like NEWSTAR than Juy (Simplex).
Date right near 1971. This was about the last year for this model of Simplex QR skewer and the first year for this model of Simplex shift lever.
Fittings you mention for build are wildly inappropriate for this mount, but it is of course your project.
Vertically drilled bridge is slightly rare. Employed by Manufrance and a few other makers. Manufactured by NERVEX.
Lugset is by BOCAMA rather than Juy.
Stem/bar set looks to be BF.
Readers will be able to give more information with further images.

Probably a Lapierre (in one word) from Dijon made in the early 70's.
Although its name is Superluxe, it's not a high end with its pressed drop outs ;-)

Thank you @Filochard. Does it deserve any of my time cleaning and/or upgrading it, or should I sell? If selling is the best options, any guesstimate on fair price so all parties involved can be happy?

What make the value of this Lapierre Superlux are its original equipment and its good shape.
So clean it, grease the seatpost and the stem quill so you can adjust their height, oil the moving parts, change the cables and their housing, add a new cotton handlebar tape and that should be ok either you keep it or sell it.
Caution with the Simplex derailleurs! The plastic (delrin) is very fragile : if you move the front derailleur, don't screw it too tightly or it will break...
