Schwinn Super Le Tour
Is this frame worth buying and building up? I don't know any of the Schwinn hierarchy. It's 1020 tubing and does have Chicago on it.

Need a lot more information, pictures to answer. Purpose of the build? Name of the model is possible. Some more pictures.

Are you sure of the tubing? 1976/77/78 Super Le Tours had 4130 chromoly. 79-82 were 1020. 83 was 4130 again and I think that was the last year for the Super Le Tour.
My 1976, which I bought brand new, rides wonderfully. I wonder if I would feel much difference on a 1020 frame of the exact geometry, other than the extra pound or so, since the 1020 frames were not butted, while the top and down tubes on the 4130 models were double butted.

1020 steel is considered "plain mild steel". The only difference between this and gas pipe is probably the lack of a seam. I have an old Raleigh "gas pipe" bike, and it is pretty heavy.
