Cilo are quality bicycles but they were a full range manufacturer. It's just that we generally only see the mid to top end models on the forums. In that respect they are a lot like Gios, whom almost everybody thinks of as high end but they made a lot of entry level bicycles that we don't see over here very often.
The overall picture is not great but I'm assuming it is hi-tensile frame. The Skylark derailleur was only offered in a claw option and the other components, such as the steel cottered crankset, 27" wheels with quick release and spoke protector are all consistent with with a boom era, upper entry level model.
Edit: I place it around $100, in ready to ride condition.

Yeah I would say pass it is realy only a $50-75 bike as shown. Based on the amount of dead rust and cobwebs it has likely sat unused long enough that some of the parts are seized, so it will need a complete tear down and rebuild with new consumables, to be ready to ride.

Usually they check on eBay and take the price from there.
