What is nature of this "flaw" on this early Merckx?

Man I just love these older Merckx's with Eddies mug as a headbadge. A De Rosa probably right? That spot by the decals looks bad maybe, opinions and what do you guys think caused it? Seller from Italy doesn't go into any details of the "flaw" as he calls it.

I would say...not a Merckx. No seatstay pantos, fork crown not correct. Many framebuilders cut out hearts in their lugs (Atala, Frejus). Could be a Kessels built EM from before he started his own frameworks, but not valuable IMHO.

Bikes: No-name LH drive track. Also ride an Exxon Graftek, a Masi, a Trek R200 or a RR Boneshaker for fun!
