1991 Cannondale ST600
So I picked up a bike over the weekend, nothing special, just a hybrid with an Xtracycle kit on it. The owner tells me he has another bike I may be interested in. He bought it new, a 1991 Cdale ST600. Mostly stock, steel fork, downtube shifters, needs tires, probably cables and tape, etc.
So being the honest guy I am, I tell him I think it may be worth around $200 to the right person. I tell him I'll give him $150, he says $250. Then finally he comes down to $200.
If I bought this bike I would fix it up and ride it, but hope to be able to get most of my money back if I did decide to sell it.
What do you think it's worth? It's in very good condition except for the wear items.

Touring bikes usually command a premium. In very good condition I don't think you can go wrong at $200.

In good mechanical and cosmetic condition, I would expect $300 at least around here.
And that means cleaned up without paint missing everywhere, and recently serviced mechanically with ready to ride tires on it.
I would probably try for a little more than $300, actually.
