+1 No real mystery it's a boom era UO-8 circa 76 or so as for price considering the fairly good condition the price of $125 is bout right. Since it has bad tires and is a bit aged will need service with new tires and consumable I would offer $75.

What does World Record denote since its not the model, Is it just a generic thing they added to most Peugeots?

You would have to research it but I am sure Peugeot bikes were ridden to a world record in something. Most bike manufacturers who have had their bikes win a world championship usually put the world champ rainbow and the year or years on the frame.

Bianchigirll is spot on. With some brands you can use the changing brag stickers (palmares) to date the bike a little. For instance, I've got a Pinarello with this decal on the seat tube.

"Vincitrice" is Italian for "victor" and Giovanni Battaglin won the 1981 Vuelta and the 1981 Giro riding a Pinarello (but not this model). The main thing this decal tells me is that the frame is no later than a 1984 because Alexi Grewal won the 1984 Olympic road race gold medal on a Pinarello and that was added to decals for the 1985 models.
I don't think any such useful information is available from the Peugeot decal.
