International Brand Italian made bicycle
I ran across this bike on the local Craigslist. I have never heard of International Bicycles, the owner claims it's Italian made , and has a mix of Suntour drive train parts and Campagnolo shifters . It needs quite a bit of work to be rideable and the owner wants $125 for it. Is this too high?

International was the house brand of International Bicycle Corporation, a Toronto based importer and distributor. This is one of their Garlatti manufactured, upper entry level models from the very early 1970s. It has a number of other replacement items besides the SunTour derailleurs, which were originally Campagnolo Valentino Extra. The wheels are replacements, as is the crankset and saddle.

So effectively at this point the bike would only be a frame purchase? Is the frame worth $125 or no?

I can't make a definitive statement based on the photo but it appears to be the upper entry level model, which was a hi-tensile frame. Certainly, it has the top and down tube cable stops indicative of the hi-tensile frames but the resolution is inadequate to determine if the dropouts are stamped. The chain stays appear very long and stay caps have rudimentary bullet cap. The shift levers also appear to have the slotted screw head adjusters of the low end Valentino variants, as opposed to the D-rings used on the higher end models. Everything I'm seeing is pointing to a modified, upper entry level model with a hi-tensile frame. If you want more confidence in the frame material, check the rear dropouts and seat post diameter.
