Welcome to the forums. CCM did not use an R in their serial number code, so We'll assume it's a B, which would indicate a 1938 model. CCM offered about 6 or 7 seven different Cleveland models that year. Pictures would be a big help, as the value will be highly dependent on the model, originality and condition. However, we may be able to narrow the model down somewhat without pictures. What is the tyre size? Single or double top tube? Integral brackets on head tube for a basket?

It's a 1938 Cleveland Motorbike. It looks to be OEM, with the exception of the rear rim. There are reproduction rubbers being made for the CCM Gibson pedals. Vintage CCM | forum | Gibson Pedal Rubbers
