79 Miyata for 20$? original price 200$

So the attached pictures are of a Miyata someone is selling in my area. They listed it as a 79 miyata, don't know the model, but I just threw out 30 expecting no response. They threw an offer of 50 back at me so I agreed, because it looked good. I'm very very new to cycling so I did some research here and found out Miyata's aren't bad bikes. Here's where it gets weird.

They reply back to me and tell me that they feel bad and ask me if 20 is okay. I say, fine. Now, I can see where the general location of the posting is on Craigslist, and it's a good area, so I don't think it's a robbery setup even if it was, wouldn't they want more money? Number 2, they had enough sense to list as a 79 Miyata, and also put in their post they included new tires, new cables and new brake pads. Then they text me again and say they can't remember what listing it is and if it has a basket and something else. I tell them again what it is. No response yet, but it just happened ... Am I missing something, is 20$ a good deal on this? Is it a scam?

...if I had a bike listed on CL for $200, and without looking at it you offered me 30 bucks for it, it would be very tempting to send you a bunch of e-mail messages and set up some appointments to meet, just to waste your time. But I am often not a nice person, and I presume everyone listing stuff on CL where you live is nicer than me.

The Miyata I didn't realize was a good bike beforehand, but a lot of bikes I've been seeing I know are not what they're trying to sell it for, and I get a lot of people to come down tremendously on price. However this time it was too good to be true, the person saw they made a mistake, and reupped the price

Miyatas are very good. This is one of their entry-level models (110?), and it has been converted to flat bar. The new stuff isn't cheap, but might not be that "new". A $50 to $75 price to get rid of it isn't unusual, but also not that frequent. Things are pretty quiet these days, especially for low-end stuff. C&V guys, however, would be all over that in a split second for $20. Nothing ventured, nothing gained.

Sounds like they have two bikes listed for sale, maybe they thought your offer was for the other bike.

I might lowball a bike if there are some serious issues with it. Bent frame? Then the seller can take it or leave it.

In this case, it sounds like the bike is well cared for, and is pretty much ready to roll. But, it is also just a basic high tensile steel frame, so I would expect it to be selling somewhere between $100 and $200.

No idea what is up with the offers flying around.
