Where are you and the bike? It doesn't really look like a Bianchi to me, at least not an American one. I don't recall seeing any seatpost collar clamps like that on Bianchis. Alsoi the stamped horizontal looking dropouts seem at odds with a tig welded frame. By the time Bianchi went lugless on their mountain bikes thay all had vertical dropouts.
It is possible it is a lowend European model though
