Kind of a cool bike -- it's a shame someone tried to "restore" it by putting on some cheap late model parts
It's not as if they are asking $500 for it, - I'd make sure the shock has some damping left and is not all spring, as you'd likely have to send a shock that old back to the manufacturer to rebuild

Based on the pictures, I would say the price is fair, but I would offer $100.00 and bargain from there. However...
If you have a chance to do so, ride the bike. If it feels good, follow the advice above. If it does not feel good, meaning it is too small or too big and does not work properly(shifting gears, applying brakes, wobbling wheels, etc), the my offer would be much lower.
