Specialized StumpJumper frame
Is this worth anything? seller is asking 25usd for it but the shocks don't work and he can not get the steer apart.

Depends on what you mean by "worth".
$25 for a decent frame to build up for your own use - sure.

$25 as an investment - probably not.
