Fuji Saratogas ~ Need help finding out what year these are & the value too please!

I have FUJI Saratoga bike frames and do not know much about Fuji Bikes. They have never been used (or put together with handle bars, tires, etc.) but do have some scratches from storage. One is gold and the other is a dark blue and both have a sticker that says, "S 38 cm". They also have two sets of numbers/letters on the bottom side of the pedal area. One set is vertical and the other is horizontal. I've found a few different ways to try to figure out what each set of numbers/letters mean so I'm confused now on how to read these or if one of these sets tells when it was built. I would greatly appreciate any advice or help with this. If possible, I'm also interested in the value of these bike frames. Thanks for your time and hope you have an awesome day!

These numbers could be reverse engineered several ways. What I can tell you is that they are not C&V. Definitely this century and probably around a decade old.

The recalled bicycles are Fuji women's cruiser bicycles. The 2008 through 2010 models Saratoga 1.0, Saratoga 2.0, Saratoga 3.0 and Saratoga 4.0 are included. The bicycles are various colors. "Fuji" and "Saratoga" alone or "Saratoga" along with the model number is printed on the frame of the bicycle. Serial numbers beginning with ICFJ7, ICFJ8, ICFJ9, ICFJ10 and ICFJ11 are included in this recall. The serial number is located on the bottom of the frame near the crank.

Remedy:
Consumers should stop riding the recalled bicycle immediately and return it to any authorized Fuji Bicycle dealers for a free replacement frame.
Incidents/Injuries:
The company is aware of 12 reports of bicycle frames breaking, including two injuries, a head laceration requiring 20 stitches and scrapes and bruises.
Sold At:
Specialty bicycle stores nationwide from November 2007 through December 2011 for between $300 and $500.

Good work. Based on the notice ,it would appear that the first one or two numerals in the xCFx code is the year of manufacture, which would make the gold frame a 2001 or 2012, with the latter having the higher probability.

Thank you all for responding! I found the same info about the recall but neither bike has a serial number of ICFJ. The gold frame is the one that has the same first 3 letters (ICF) as the bikes that were recalled, but it's ICFU. So does anyone think these frames are worth anything? Or even worth donating or are they really just garbage? I greatly appreciate you all taking the time to respond and hope you all have an awesome week!

I'd donate them to a local bicycle Co-Op. They aren't worth much.
