I am NOT a Rudge/Raleigh guy, but my dad's Raleigh was about this year and had that fender.

During the war, the rear fender would have most likely been black. Post-war, white again. I agree with oddjob2 that your market is weak for C&V, but I would add $$ due to the saddle, bag, and dyno hub -$150 - $175.
