I put Conti Ultra Sport II 27x1-1/8 on mine. Think they were $15ish from a LBS.

Most likely, when you buy a 30-year-old bicycle, you'll have to replace the tires, unless the owner has already replaced them.

If you have a choice of bicycles, get a bicycle with 700c wheels. It's a modern standard now, there are numerous tires in that size from cheap ($10) to expensive ones.
27" tires are available too.

Have you actually checked what bicycle size is good for you? What is your height?

The Nishiki Olympic is from the 70s. It has a head tube badge that was dropped in 1980.

The sweet spot for the Nishiki Olympic 12 was 1983-1984. The tubing was nice - double-butted Tange 2; the brake calipers were recessed (look closer, the older brake calipers have hex nuts), so it's easier to replace them with modern ones; the seat post was aluminum - the bike on your photo has an older style seat post made of steel.

Here is a newer Nishiki Olympic 12, though, it's smaller. It has some small rust spots on the frame .

That is per tire.

Also, as pointed out, the bike may not be 27", in which case those tires won't work. The listing doesn't specify. I wouldn't worry too much about 27 v 700, there are plenty of decent 27" options still available.

Is your height 5' 8"?

I think that you measured your leg length incorrectly.
A 23" bike is too big for you.

I would look for a 21" bike:
Frame sizes to consider:

54cm, 55cm, 56cm, 57cm
21", 21.5", 22", 22.5"

I tried a 56cm bike, felt a bit small honestly. I may go with a 57 or 58 since I'm still growing and all.
