Peugeot "Club"

Should I get this bike?

I'm looking to buy my first road bike and not sure if this would be a good deal. I'm 5'3.

This bike is being sold for $275 CAD on craigslist.

Here is the description:

Peugot "Club" Women's Road Bike.
10 Spd.
19" Frame.
700cx32 Wheels.
New 700x32 Aluminum Rims.
New Cables and Cable Housing.
New Brake Pads.
New Chain.
New Tires.
New Tubes.
New Seat.
Replaced Front and Rear Deraillers.
New Handle Bar Tape.
New Bearings all Around.

That is considerably more than I think the bike would be worth. In the area I live, less than a hundred dollars. In a market like Toronto, one fifty to two hundred, tops. And those prices are only if the bike is in safe running condition with both the seat post and steering stem loose(meaning not seized into place). If the bike is in Vancouver, BC, then the price is not too far off of the mark.
