I put this bike in the Classics forum, prob by mistake.
Is this bike a one off, custom build?
Pictures in the “Classics” forum.
I did get some very good info.
But, I need more!
I hope that the decals are a decoy!
Any opinion of value?

East Asian build. Mid to high level. Probably a lot better than it looks, so market value too low. If you like it and it fits, keep it.

Not ruling out Raleigh, but those scalloped seat stays are very Miyata-esque. However, the most distinguishing feature I see in your pictures are those tube-like top tube cable guides, and I don't recall ever having seen those on a Miyata. Or on any bike for that matter.

We'll, those circular cutouts in the lug bottoms I've seen before. I think it was on a Miyata as well, but I can't find the pics again.

Probably just the parts. Many builders used them. But then I wouldn't know a Cinelli built frame if I saw one (unless it said "Cinelli" on it).

edit: and the bottom bracket shell is by Raccord Gargette Freres per the RGF stamp inside oval.
